The collaborative statement—bearing signatures from Germany's Chancellor Friedrich Merz, French President Emmanuel Macron, UK Prime Minister Keir Starmer, and European Commission President Ursula von der Leyen—revealed intensive coordination has occurred, noting "close work between Ukranian President Volodymyr Zelenskyy's and President Trump's teams as well as European teams over the recent days and weeks."
The allied nations committed to partnering with Trump and Zelenskyy "to get to a lasting peace which preserves Ukrainian sovereignty and European security," emphasizing "strong convergence between the United States, Ukraine and Europe."

The emerging peace architecture would feature "robust security guarantees and economic recovery support measures" jointly underwritten by Washington and European capitals.
Central provisions include sustained military assistance to maintain Ukraine's armed forces, which "should remain at a peacetime level of 800,000," alongside deployment of a "European-led 'multinational force Ukraine'" functioning through the Coalition of the Willing with American backing.
Additional mechanisms encompass a US-directed "ceasefire monitoring and verification mechanism with international participation" and legally enforceable obligations to counter future aggression, potentially incorporating "armed force, intelligence and logistical assistance."
