Germany discloses ten-point plan to boost defense ties with Ukraine

(MENAFN) Germany has unveiled a 10-point plan aimed at deepening defense industry cooperation with Ukraine amid the ongoing conflict with Russia. The plan seeks to strengthen military, industrial, and strategic ties between the two countries.

As part of the plan, Germany will establish a liaison office for Ukraine’s arms industry in Berlin to facilitate communication, coordination, and joint initiatives between the two nations.

The plan emphasizes enhanced collaboration on the development of unmanned aerial vehicles (UAVs) and other advanced defense technologies, ensuring Ukraine has access to cutting-edge capabilities.

To ensure transparency and accountability, Germany and Ukraine will take steps to combat corruption in defense procurement, promoting integrity in all arms-related projects.

German investment in Ukraine’s defense sector will be supported, including the potential use of German investment guarantees to back projects and foster industrial growth.

A key goal is the integration of Ukraine’s defense industry into the wider European Union defense market, leveraging EU-wide procurement mechanisms to expand opportunities and streamline cooperation.

Germany and Ukraine plan to form joint ventures between their defense companies, focusing on the development, manufacture, and maintenance of weapon systems to strengthen industrial and operational capacity.

The plan also calls for using digital battlefield data from Ukraine, including insights on the performance of German weapons, to refine military training, strategic planning, and defense strategies.

To support ongoing cooperation, Germany will expand the military attache staff at its Kyiv embassy and hold regular high-level discussions on arms policy and defense collaboration.

Finally, the plan includes coordinated arms procurement with European partners, including purchases of Ukrainian-produced goods, ensuring a joint approach to supporting Ukraine’s defense capabilities.

This initiative builds on the German-Ukrainian security agreement signed in February 2024, backed by over €500 million ($587 million) already allocated for cooperation, and complements broader EU support, which now totals €42 billion ($46.9 billion) in military, economic, and humanitarian aid to Ukraine.
